With the Mexican government's renewed commitment to expanding the power generation from renewables and achieving its climate goals by 2030, large-scale PV generation is once again positioned as a strategic opportunity for investors and developers. This session will analyze the impact of the new regulatory framework and the schemes that allow for greater private sector participation, as well as the main challenges associated with electrical infrastructure, particularly the modernization and expansion of transmission and distribution networks.

"Nelson R. Delgado Contreras is a highly experienced specialist in the Mexican electricity sector. Since April 2021, he has served as the General Director of the Mexican Solar Energy Association (ASOLMEX). Previously, he held key roles at the Energy Regulatory Commission (CRE) as Deputy Director General of Wholesale Electricity Market Surveillance, and at the Ministry of Energy (SENER) as Director General of Electricity Generation and Transmission, and Deputy Director General of Generation Programs. His significant contributions include developing Mexico's Electricity Sector Development Programs (PRODESEN), designing SENER's first tender for private transmission lines, and setting requirements for Clean Energy Certificates (CELs). Mr. Delgado Contreras holds a Bachelor's in Civil Engineering from UNAM and a Master's in Financial Optimization. He received the Gabino Barreda Medal in 2000 for academic excellence. His career highlights his pivotal role in implementing and developing the Wholesale Electricity Market and modeling the National Electric System. "

Sofía Tamayo Gutiérrez, who holds a Master's and Bachelor's degree in Law from Universidad Panamericana, is currently the Director of Institutional Relations and Regulatory Affairs at Kino Energía, Mexico's largest renewable asset platform (1.8 GW). With extensive experience in the Mexican energy sector, Sofía has held pivotal roles in both public and private spheres. Her career includes positions at the Energy Regulatory Commission, as part of the founding team of Enix, S.C., leading Regulatory Affairs at AES México, and serving as Director of Corporate Affairs, Regulation, and Social Responsibility at Zuma Energía. She is an active participant in energy sector associations, serving as a member of the Board of Directors of ASOLMEX and Lead Coordinator of the Regulatory Strategy Group for AMDEE. Academically, she has been an adjunct professor at Universidad Panamericana and a guest lecturer at UNAM. She is also a member of Women in Renewable Energy Mexico (MERM) and Colectivo 50+1 CDMX. "

Senior Project Development Manager in Mexico for CIP, the fund behind Sunstone Power, where he spearheads solar, wind, and battery projects. He has over 14 years of experience in the renewable energy sector. In 2010, he co-founded Iluméxico, a company that brings solar power to communities without access to the electrical grid. He previously worked at SunPower in California and later as a Manager at SunPower Mexico, developing projects for CENACE's Long-Term Auctions. Subsequently, he spent seven years at Sempra Infrastructure (formerly IEnova), developing over 1000 MW in solar, wind, and battery projects in Mexico and for export to California. He holds a bachelor's degree in Mechanical and Electrical Engineering from Universidad Iberoamericana and an MBA from the University of California, Berkeley.

José María Lujambio has been a part of CCN since 2014, and in 2018, he was appointed Partner. His customer service has included advising on regulatory and permitting matters, as well as drafting and negotiating various types of contracts for the electricity sector. He has represented large-scale and on-site power plant projects utilizing solar photovoltaic, wind, and cogeneration technologies; qualified suppliers and marketers participating in the Wholesale Electricity Market; and numerous end-users, primarily within the manufacturing industry. Furthermore, he has advised various midstream and downstream natural gas and refined products companies on both regulatory and transactional aspects. Mr. Lujambio has published several essays and articles on energy regulation and constitutional law. He currently serves as Secretary of the Board of Directors of the Asociación Mexicana de Energía Solar (ASOLMEX).
