Electrical energy storage is becoming a strategic element of Mexico’s energy transition. This webinar will bring together industry leaders and experts to discuss the models, opportunities, and challenges that will shape the development of energy storage in the country. Through a conversation with representatives from the industry and key associations, the session will explore the role of storage in strengthening flexibility, reliability, and the integration of renewable energy into the Mexican electricity system.
Gilberto Sánchez,

Gilberto Sánchez serves as President of the Asociación Nacional de Energía Solar (ANES) for the 2026–2028 term and brings more than 14 years of experience in Mexico’s electricity sector. As an entrepreneur, his company has developed over 400 distributed clean energy projects across the industrial, commercial, and residential sectors. As a consultant, he has advised companies on power generation projects and participation in Mexico’s wholesale electricity market.
He was part of the Special Energy Transition Program in 2016, contributing to the development of distributed generation regulations in Mexico. Since then, he has remained actively involved in working groups focused on updating industry standards and regulations, particularly in areas related to distributed generation, self-consumption, interoperability, and energy storage.
Gilberto regularly collaborates with inverter manufacturers to support compliance with technical requirements of the National Electric System and is a frequent speaker at industry conferences on topics such as the Electric Industry Law, distributed generation, electricity markets, self-consumption, and energy storage. He also teaches courses on Mexico’s electricity sector regulations and energy transition frameworks.
Throughout his career, he has worked closely with regulatory authorities, including the National Energy Commission and Comisión Federal de Electricidad (CFE), to support the harmonization and implementation of distributed generation regulations. He has also participated in national consultation forums and working groups related to Mexico’s energy transition and electric sector development.
Yolanda Villegas,

Dr. Yolanda Alicia Villegas González is an attorney holding both a Law degree and a Master’s in International Law from Tecnológico de Monterrey, where she graduated at the top of her class in both programs. She holds a Ph.D. in Humanistic Studies with a specialization in Water and Energy, and has pursued international studies at Harvard, Cornell, La Sorbonne, and Georgetown.
With a career spanning over 18 years in corporate, energy, and regulatory law, she has led the legal departments of global corporations such as GE, PEMEX, HEINEKEN, ALFA, ENVASES, and Fieldwood Energy. Her technical expertise encompasses complex transactions, mergers and acquisitions, and the structuring of critical infrastructure projects in the hydrocarbons and electricity sectors.
Currently, she serves as Founding Partner and CEO of Oleum Dictaminaciones y Servicios, a firm specializing in financial, regulatory, and environmental consulting for the energy, water, and mobility sectors. Alongside her executive duties, she is the author of four books specializing in energy, water resources, and corporate relations.
She maintains an active institutional leadership role as a National Councilor and faculty member at the UANL, and as National Vice-Coordinator of the Energy Commission at ANADE. For the past seven consecutive years, she has been recognized as one of the top 100 leaders in Mexico’s energy sector by Petróleo y Energía magazine.
